Confirmed by Apple Developer Support, no, teenagers may not publish apps on the App Store.

Update: I’m allowed to publish apps under one of my parent’s names, just not mine.

And if I had tried further to enroll, they would have immediately deleted my iCloud account and all my data. Corporations, my god.

I pay Apple $16/mo for iCloud and have collectively spent several thousand on devices, now I want to develop apps for their app store.

They were very close to terminating my account (and deleting all my files and data) because I’m not 3 years older.

In summary: teen developers cannot publish on the App Store, and attempting enrollment in the Dev Program deletes one's iCloud account.

Also: COPPA is not the problem here, since I'm over 13 – ftc.gov/enforcement/rules/rulemaking-regulatory-reform-proceedings/childrens-online-privacy-protection-rule
